What happens if I do not notify?
Direct answer: Enforcement is national. In Sweden, Kemikalieinspektionen inspects by letter, asks for your SDS, label photos, submission report and dossier, and can order you to correct, stop sales or pay an environmental sanction fee. In 2025 an EU-wide project found 19 % of checked products were not notified at all.
The 2025 inspection project
Eighteen EU/EEA countries checked 1 597 mixtures. 19 % were not notified; where a UFI was required it was missing in 12 % of cases; 13 % had differences between notification and label; 17 % between notification and SDS. SMEs and large companies scored about the same.
Sweden inspected 35 companies and 97 products (cleaning products and room fragrances). 5 % lacked a valid UFI on the label, 23 % had label mismatches and 58 % had SDS mismatches, mostly wrong components or concentration ranges, incomplete toxicology text, pH formatting and classification entered as label elements.
What inspectors ask for
Your SDS, photos of the label, the submission report from the ECHA Submission Portal and the dossier itself. Keep all four together per product.
What to do if you are behind
Notify now; late is better than absent. Then fix the mismatches: trade name, volumes, components, toxicology text in the right languages. Distributors: check that every product on your shelf carries a UFI and prepare for your own obligation from 2027.
