SDS vs PCN: what is missing from your safety data sheet

Direct answer: Your SDS covers roughly two thirds of a notification. The missing third is full composition including non-hazardous components, concentration ranges in the bands Annex VIII allows, packaging types and sizes, the EuPCS product category and the UFI.

What the SDS gives you

Trade name, supplier details, classification and label elements (section 2), hazardous components above disclosure thresholds (section 3), physical state and pH (section 9), toxicological information (section 11), emergency phone number (section 1).

What it does not give you

  • The rest of the composition: water, fillers, non-classified ingredients. The notification must list both classified and non-classified components.
  • Exact concentrations or narrow ranges. The SDS often says "10–25 %"; Annex VIII allows only specific bands, narrower for the most hazardous components.
  • Packaging: types and sizes of every pack you sell.
  • EuPCS category and intended use (consumer, professional, industrial).
  • Colour, which is often missing from section 9.
  • The UFI, unless you already print it.

Why it matters

In Sweden's 2025 inspection, 58 % of inspected products had a mismatch between the notification and the SDS, usually in composition or toxicology. The two documents should be produced from the same data.
